PART ONE — THE PLAN

– Chapter 1 –

The Day Everything Changed

September 11, 2001 | The attack and the hidden plan

Out of the corner of his eye, President Walker saw him approach. He remained focused on the child who was speaking. Poor kid, nice kid from what he could tell; you have no idea how your life just changed. But it was destined to change before you were born. The world is a different place now…a very different place.

Walker’s Chief of Staff, who also served as liaison to the small group the President knew simply as the “team,” leaned in and whispered, “It’s begun. The attack has begun.”

It would be recorded far differently in the next few days and weeks. The public would be told the President had been informed, “A second plane hit the second tower. America is under attack.” And the President would be praised for his cool, calm, presidential manner in handling the terrible news.

Truth be told…it was no surprise. He hadn’t known the exact day, just that it would be within a year after his inauguration. Today was the day…it was on.

The whole plan had almost been sabotaged in March of 1996 when Sudanese representatives discussed bin Laden’s fate with U.S. officials. Sudan expelled bin Laden to Afghanistan two months later after Saudi Arabia declined to accept him. Afghanistan couldn’t have been a better place for him.

Of course his predecessor, the previous President, did as he was told…he almost didn’t. The “dog,” as his code name implied, was very distracted by a pretty young intern who had been provided to him. She served as both an enticement and insurance that he would do as he was told. And she proved worth every penny two years later when he decided to grow some courage.

As the President sat there for the next nearly ten minutes, the public would think he was remaining calm and cool, thinking through the strategy the United States should take. They would be almost right.

The President was thinking how well his father had planned this. His first thought was how stupid the American electorate was. In 1980 his father, a former CIA agent, became the vice-presidential nominee of a movie star who was easily elected President. A CIA agent as Vice President…how perfect…and the Americans ate it up.

For eight years he worked behind the scenes to build the “team” into a solid working group of committed American elites. That group slowly expanded to include a few global elites as well. The first was a German economist who headed a European “management” organization. Bright, ambitious, but easily manipulated…and ready to correct the world’s path back toward being led by those who knew better.

The German was as canny as could be…a tribute to Machiavellianism if there ever was one. Publicly his goal was to create a forum where business executives could discuss economic challenges and eventually collaborate with political and academic leaders. Underneath that facade…pure ambition. An ambition that had raised its head forty years earlier.

He was engaging but could be more stubborn than his role allowed. It took more than a decade to change a single word in his little ambitious world. All those years to change “management” to “forum” shouldn’t have taken all that time or money. But the effort paid off, so far.

The January meeting in Davos was particularly fruitful. Each winter, the mountain town filled with executives, officials, academics, and politicians. While conspiracy investigators tried to tie the participants to the “Illuminati,” the real power met at a series of quiet breakfasts and dinners behind well-guarded doors.

Davos was beautiful and nearly perfect for powerful people to meet privately in a remote mountain town, developing relationships across national boundaries. Well, developing relationships was the public face. What mattered was finding people who would comply when the time came.

He shook himself back to the present…he had to act as his dad, the former President of the United States, had taught him. Calm, cool, in charge…a man people would naturally follow in times of crisis. His father had taught him that, too. People were easy to manipulate. And this was a time of crisis, manufactured as it was, a crisis nonetheless. None of that changed the objective. Casualties were perfectly acceptable…they were only resources in the final analysis. He had to stay focused. There were wars to start, a country to subjugate, and a world to dominate.
